The GURPS Wall of Lightning spell is an Area spell. You create a Wall of Lightning along the perimeter of an Area. Anyone crossing the Wall then takes electrical damage.
As written, it's clearly not intended as immediate damage. You can't cast the Wall inside someone, only along hex edges.
There's an edge case here: if someone is larger than one hex, then there's a hex edge that bisects their body. Can you cast the Wall so that it's in the area that's half inside and half outside of them, and thus use it as direct damage?
Previous ruling: This is obviously cheesy and counter to the intent of the spell, but I can't find a strict textual case against it, so fine.
Current ruling: This is obviously cheesy and counter to the intent of the spell, and not allowed. If you try casting Wall of Lightning to bisect a creature, it will either just fail, or possibly bisect the caster instead, whichever is funnier.
